Bing ads Geo Targeting - Major Fail

Alright so i ran a bing ads campaign last night for about 5 hours. In total i had 360 clicks.
I thought, wonderful 360 clicks! I wonder how many conversions.
Well, 0 conversions. I thought this was strange so i did some investigating. My hosting provider is Godaddy. I researched about 50 IP addresses that visited me within that 5 hours period and they were ALL from Outside United States.
Germany, indonesia, japan, africa, etc etc... Alot from russian federation and argentina...
This would be fine if my ad campaigns targeted outside the United States. BUT im targeting people WITHIN the United States.
There was no average time on site.. In and out fast.. what the heck is going on with bing?
