Targeting Multiple Keywords in One Phrase

what is the best way to cook beans = 200 monthly searches = easy
If I chose to make my page url, title and keyword "what is the best way to cook beans" would I target both these keywords at 100% exact match?
Originally Id rather have taken "cook beans" but since "what is the best way to cook beans"....has cook beans in the phrase (there is also no words in between cook & beans breaking the phrase either) , does that count as an exact match for the keyword "cook beans"?
Or would I get outranked for that keyword by some using simply "cook beans"?
I am just wondering if this is a way to hit two birds with one stone......or if I am just watering down my SEO for the most desired keyword "cooked beans" by being greedy and trying to target 2 keywords
