Is it ok to use sites that have dropped from SERPs for backlink purposes?

Hi SEO experts,

I have 2 websites that are both PR2, they both used to be on page 1 for most of 2013, in 1st and 3rd spot for its main keywords, though due to the recent G updates, they have since dropped to around pages 8 - 10, and are hovering about that zone.

Just wondering if I use these 2 sites for backlinks to my NEW website, (they are all in the same niche) will that help or potentially hurt my new site? since the backlinks are coming from sites that have dropped in SERPs for these same keywords.

    Well if a site has been penalized, then it's worthless. Wouldn't ever use the same site again especially for a backlink.

      I haven't received a penalty, (that's different) they have just dropped in SERPs, if they were penalized I wouldn't be considering using them.

    Assuming it is an algorithmic penalty rather than a manual penalty, the links from the old sites should be fine.

    I have taken this approach with several penalised sites over the last 6 months and it worked well. But I may just be lucky

      with algorithm penalty you mean just de-indexed right? I haven't received any manual penalty through webmaster tools on these sites.
