What EXACTLY changed with the Google algorithm change in the last year?

I've been out of the game for about a year (after Panda), and my sites have fallen slightly and I'm trying to rebuild a bit.

So Google is now penalizing certain backlinks. What exactly are they penalizing? Is it links on pages where the other content is irrelevant to your site? Is it still safe to blog comment on relevant pages?

I'm looking for a summary of the latest changes that has changed the backlink game. Thank you in advance.

    after google panda and google pingouin a lot of things got changed in Seo .
    1-google penalize your site and not your backlinks
    2-links from irrelevant niches maybe considered as spams and if that's happened you know the rest
    3-yes, but you have do them in moderation because too much from everything is bad
