Need help(Why my keywords ranked only in google.com and i am working for google.co.uk)

I have a website that target for UK audience. I am doing SEO for this website from 7 months. Before google penguin 2.1 my website ranked very well in google.co.uk search engine but after that all keywords lost ranking from UK search engine. I did work hard after Penguin 2.1( removed all bad links, Changed content) but now i am facing a new problem that mostly keywords in searching only in google.com not in google.co.uk . Can any one please help or suggest what i do for gain ranking back in google,co,uk...

Are you including references in your backlinking content that indicates the site being linked to originates in the UK? This would not really need to be only in your anchor text but also could be in the text surrounding your backlinks as that could be used by Google to determine the relevance of your link or how to classify it when ranking for the Google.co.uk versus Google.com
