Backlinks for Lawsuit Lead Generation Website

I run a relatively successful lead generation/news aggregation website for a group of class action attorneys. The website pulls in 400 uniques per day and generates on average 5 leads per day. Since the inception of the site, my leads have filed 13 cases, most of which settled between $500K and $2 million. Lawyer fees are about 20% of that.
I built the website 3 years ago and have mainly used keyword-rich content marketing and blog commenting to reach a PR3. I have not focused on guest-blogging at all. I am still having trouble ranking for highly searched terms in the industry, so I would like to increase my PR through high-quality backlinks.
Does anyone have any suggestions on how to identify and reach out to quality legal blogs that do not complete with me?
