I'm sure there's FDA laws in the US that are involved, that & nobody wants to be responsible for black market prescription drugs.

It's a fairly vague question for such a big subject, but I'll try...

They are not considered bad neighbourhood in the broad sense of the term.

GlaxoSmithKline (GSK) - global healthcare company. Do more, feel better, live longer is not a bad neighbourhood.
    But
    http://buycheapviagrapillsonline.com might be.

It's a lot easier for Google to say shit like, Pharma, Gambling, Porn are bad neighbourhoods, then to actually go into the details of what they mean by bad. Plus they are under huge political pressure to make sweeping statements like that anyway. Playing the good guy to the politicians and the public when they really dgaf about any site they index until a third party raises issue with it. Those markets are huge internet traffic pullers and won't be going off radar anytime soon.

    A bad neighbourhood site

    Illegal activities like
Selling controlled substances across borders without prescription or oversight.
    Copyright infringement of branded drugs
    Counterfeiting of branded drugs.

You get the idea? Sites doing bad things are bad sites to have links from.

Big pharma and Big Health Insur also play a huge part in lobbying the anti online pharmacy campaigns, as they face losing huge market share and profits as cheap generics and in a lot of cases authentic drugs being sold to US citizens at massively discounted rates.

Like a $200 pill in the US would cost you $0.20 cent in Cuba. So there is a lot of pressure on Google to play the game and suck the sweat off the backs of their Daddy's over some chemist in India.

Anyway that's my very shortened version. Further reading
