I've subscribed to Keyword Spy, and use the free versions of SEMrush and Spyfu.
My competitors adverts are visible on various keyword searches, plenty of ads displayed in SERPs using these terms. The company has been advertising for several months, and operational for years.
But when I search Keywords Spy and the others for that competitor domain there is not information at all. Why could this be? Its a fairly substantial company. How are they "cloaking" their keyword and PPC data?
