Big topic but low search traffic? Good niche?

Hi Guys, I'm new here. Thanks for coming to have a read of my quandary.

I'm looking to setup a passive income stream using all the techniques that I've been learning in SEO and web design. At the moment I'm exploring a few different possibilities.

Cutting to the chase...
I've noticed that on a number of different forums on the web there is one topic that comes up again and again, lots of people talking about it, lots of people asking the same questions over and over... and the answers are at times confusing and inconclusive. It's a serious issue that affects people's lives and the answers to those questions (if answered by a qualified person) could really help people out. People even pay an solicitor to answer these questions for them and guide them on how to proceed, so its big business (consultation rate around £1,000-£2,000 per person).

What's the idea?
Working with an solicitor who specialises in this area, I want to setup a site which collates all the answers to these questions and conclusively answers them as the solicitor would, but without the heavy price tag. I plan to give this information away for free, and work my way up the search engine rankings (which are quite competitive because of the forums).
I also plan to monetize the website with premium content, ebooks or potentially even a membership Q&A service.

So... what's the problem?
The problem is that I've some keyword research and the particular questions that people are asking on forums return incredibly low search volumes on Google.

My questions to you
Howcome if a topic is so popular on forums, it's showing low volume on google adwords keyword planner?

Should I build the site anyway and promote it on the forums as "the expert answer to your question can be found here [link]"?
- In this way I'm not really relying on search engine traffic at all, but instead being the "go to site" on forums for having these questions answered and collated into an easy to understand step by step process
- I hope to get other people to link to my site on forums in this way, using my resources to help other people

Or is this not a good idea because the search volumes are too low, and the keywords are already dominated?
- Lots of gov sites with high DA and PA on searches with any volume
- Or could it be that the long tail searches will give me enough traffic to make this worth while? (Maybe keyword planner doesnt register them because the volume is so low).

Thank you!
Thanks for reading and thanks in advance for any replies.

I don't think it will work because people have all different sorts of questions. They are bound to be unique. Sure some questions will be related but the majority will not be. That is why it is too broad to open a membership Q and A website.

Traffic is one thing but, I may be mistaken (not enough coffee yet), it doesn't seem like you have a plan for turning that traffic into money. That's where the real problem hides. Getting traffic to a site isn't terribly hard, provided it's something people are into. Getting those people to spend money in one way or another is the tricky part.

Try thinking about how you'll turn a profit with this site and you might have a few answers when you're done.

To add in my thoughts, I would say people turn to forums to answer certain questions because they trust the forum. If I had a question about IM I would probably ask it here first, then go out into the wild web if I didn't find an answer.

When you are looking specifically at keywords and how they are used, you are looking at specifics. or what I call "Exact Niche" if you broaden the terms just a little your traffic is there ( usually ) an example:
    • Weight Loss
    • Weight Loss Program
    • Weight Loss Program for Men
    • Weight Loss Program for Men and Women
    • Weight Loss Program for Men and Women in Las Vegas
The further down the chain you go, obviously the less traffic. However, it is more targeted. The key to product design and web development is to target as high up that keyword chain as possible, without loosing some point of targeting/relevance.

So using the above example there is a weight loss program expert in Las Vegas. They are selling online information ( Your answers to the questions ) and have in office appointments ( your member q & A ) However, due to the nature of the product, it does not NEED to be only down on this level. You can jump all the way up to Weight Loss Program, still be targeted/relevant, and THERE the traffic is of greater quantity.

The absolute SECRET to remaining "Targeted" in a higher volume keyword set relies on 1 thing. Your Description Tag. that's it.

Here is an exercise for you. If you can select a single word "Primary" keyword that fits your topic. Find the top 25 search terms that fit that word. Now go in and select 5 of those that match your topic the best, do the same again for each. What you want to do is find that "Chain" that best fits your topic. you should in the end, have a list top to bottom such as illustrated above. I have some keyword chains that end up 10 deep.

You then want to develop a list of 200 keywords. That list is the blue print of your SEO and site development. If you are blogging, you want a article targeting each and every one of those 200 keywords ( Yes, 200 blog posts )

There is no such thing as to saturated, there is only to lazy.

    Hope that Helps!

That's great guys, thanks for the information.

Savidge I'm going to re-read your post in the morning, it sounds great I just need a bit more time to understand it. Thank you.

      Traffic Gen
I was also considering joining the discussion on forums and linking back to my site, but I don't want to seem like a spammer. Any tips here?

      Money
In terms of monetisation, I have a number of routes in mind, but generating the traffic is the difficult bit.
      - ebook - all the answers conclusively answers, vetted by a solicitor, in a convenient ebook.
      - ebook guides - "Tom's guide to x" "Tom's guide to y" "Tom's guide to z"

      Maybe even
      - premium answers - Access to Q&A system with our experts and solicitors for £x per month
      - referral - Speak to a solicitor direct and pay him full price, we make 10% for passing the customer
