PPC helps you to instantly get exposure among your targeted audience, but you need to make sure that you're targeting right keywords.

CPM is the bidding technique, in which you pay specific amount for every 1000 impressions.

couldn't have put it better myself.

I'd say ppc is more for call-to-action scenarios. CPM probably more for branding and repeated viewership

It really depends on the channel you are using.

For example, once you establish a good PPC campaign on Facebook you will get your clicks for cheap. Then, if you decide to change that to a CPM model, you might be able to get your clicks even cheaper.

Also CPM is harder to master, as you always pay the platform, no matter whether or not you are getting clicks. Also CPM will help you big time to study the basics of media buying.

So the simple answer is how each costs...

PPC means you pay for clicks not impressions
CPM means you pay for impressions not clicks

For an advertiser, PPC generally gives you a better ROI while CPM gives you a predictable budget
For a publisher, CPM can make you a more predictable amount of money because it is a flat rate vs performance based. But a high performing CPC ad can make a publisher even more money than CPM.
