What does anchor text over optimization really mean?

I get that if you build 20 links to the same page using the same anchor text each time, that is bad.

What I'm unsure of, though, is if you have 20 pages, and build just a single link to each of these 20 pages, using the exact same anchor text for the 20 kws you are trying to rank for (kw is page title). Is this still considered to be anchor text over optimization.

All I ever hear is people talking about the first scenario, building many links to the same page and keeping their anchor text the same.

If you are creating anchor text with keywords then may be possible you hit by google penguin. Try to add links with your Brand Name and focus on branding of your website.

If you build only single link, then it won't consider as over optimization of anchor text.

Each to there own but from now on I will never build another link using the anchor text I want to rank for instead I will use the url, the brand name and afew click here`s ect. I dont like taking on the SEO experts here but IMHO using the exact anchor isn`t worth it and I`ve had and have plenty of number 1 spots

As the other members already told you - using the same anchor text too many times. You will want to have a diversity on your anchors, so that it makes sense. Don't forget to use anchors such as "click here" ; "website" and so on.

      I could not disagree more.

For your best links, nobody should waste time with "click here" and "website" or any other junk. Use keywords. You do not have to use your primary keyword each time. Mix it up with partial anchor matches. Or use the keyword but surround it with other different words. There are plenty of ways to mix it up, but using just the URL is a waste if you have the option to use something else.

If you want generic links, save those for your weakest links.

As for the OP's question, Google ranks pages, not websites.

It means you are over using 1 keyword when building links.

Mike has a point but don't over do it. People are really to overzealous to "optimize" the anchor text of each link that could be a good link or is a good link. That's when you can overdo it and shoot yourself in the foot.

Always balance the anchor text distribution.

Anchor text is one of the biggest things to strategize on when building a link profile.
I've been building 15% exact match anchor texts and I did read several of MikeFriedman's
SEO Pub posts about link types and anchor text diversity and it has worked very well.

If you are building keywords to multiple pages, they will still count toward the site's total keyword count. If you check Majesticseo.com, you will see on their pie chart that anchor text is considered site wide, not a page-by-page basis.

Safest recourse is to try not to target "exact match anchor text" at all. Let your on-page SEO be your new "exact match anchor text," and send brand links (Company name, website address, etc.) to your site instead.

Google never said a thing about varying anchor text. What happened,
is that IMers heard a guy who knows a guy, then came up with
anchor text diversity to try and shmooze any junk link algo.

Stop getting junk links. Period. It's really that simple. It's not
      about anchor text.

Except in two ways. Google said to NOT make hyperbole links
in forums, like "best most number one game site in the universe"

      and...

Not use your keyword(s) as a username when blog commenting. Like calling
yourself studentloans and linking to a page on student loans.

When you start a thread with misinformation,
I get that if you build 20 links to the same page using the same anchor text each time, that is bad.
Your question or point is going to be looked upon as somewhat inane.
