Is it normal for an expiring domain to have a PR of N/A?

So I'm doing my research on these expiring domains to purchase and my question really is whether it's normal for a domain to display a PR of N/A when the backlink profile hasn't been spammed?

Don't get me wrong, the domain has plenty of links, but doesn't appear to be spammy. Under what circumstances does Google give a site a PR of N/A? Btw, the site has a PA of 45.

    Google is slow to update the toolbar pagerank, so the front page might just return "not available".

    Either the site was offline before the last PR update, or the links were built after the last PR update. Assumes there's actually decent links to justify any PR.
