How to Manage Campaign for US And Canada

I am handling an Campaign with Targeting US, Canada through One Campaign. Problem is this my campaign is running from 22 Jan to till now And I got only 166 Clicks, 18,039 Impressions,
CTR - 0.92%, Avg Pos - 3.3, Conversion rate - 1.81% And Conversion - 3. So how can I Improve my Click and Conversion, Conversion rate. what I suppose to do for Improvements,

Setting :-
Type - Search Network only - All features
Locations - Canada (country) United States (country)
Location options (advanced) - Target - People in my targeted location
Exclude - People in my excluded location

Bid strategy - Focus on clicks, manual maximum CPC bidding
Delivery method - Standard: Show ads evenly over time
Time - (According to India)
I start my Campaign in the night 8 PM to next day after noon at 1 PM

    Over all settings look fine and tuned !! Can i ask which keyword you are targeting ?? Your campaign can be boosted by the the keyword, i think there is some problem with your keyword.

    The CTR is low considering you are using only search network. Try improving the ad relevance according to the keywords you use. Also, try bidding a little more as your average position is above 3.

      Yes CTR is very low according to the data. As you said improve the ad relevance, but I got 7 to 8 out of 10 quality score for all the keywords which I am targeting, and for position I think 3 position is not bad for getting conversion in low amount budget, I have low amount budget that's why I don't want to come on first position therefore I am very much in trouble and As promo87 said setting is fine so what I suppose to do for getting conversion.

    Conversion is a whole 'nother issue, but the following steps can help your budget go further until you can improve it:

    How many keywords are you using, and how many ad groups are they in? A typical mistake is to put too many keywords in too few ad groups.

    But if you separate the higher volume / higher performance keywords into their own closely related ad groups and write ads more specific to them, you'll increase relevance and CTR, with a corresponding improvement in position, quality score, and CPC.

    Adding more negative keywords and only using phrase, exact, and modified broad match, can also be a big help.
