Ranking a Real Estate Website?

Hello there, I am looking to rank a real estate website, however they have their own website and I have build a site apart with wordpress where I am writing articles, I haven´t done yet local seo but they want this website made in wordpress to rank in various cities in one province. How to rank for many local citys?

    Create 1 landing pages and different -2 cities pages. All city pages content should be city specific and you can include events, cultural program, include history about city, and link with landing pages.

    It's basic SEO, create a page for each keyword (keyword + city) & build backlinks to each page.

    Have you considered offering them a refund and letting them hire someone that knows how to do this? I'm sorry, but nothing ticks me off more than seeing "SEOs" take money from real business owners to do jobs they have no idea how to do.
