Is Pingler still valid in a post Google Penguin world?

I have been trying very hard over the past year to rank and promote my various niche sites past their current placement. All things said and done, I suppose I have really just plateaued and it's frustrating the heck out of me.
With that being said, I've tried several new techniques with limited success over the past three months. So now I'm testing a new concept.
I was pinging quite a number of sites via the standard WordPress built-in system with a custom list from many years ago and I feel that this may be the source of my recent limited success.
After some consideration I have subscribed to Pingler with my fingers crossed and my hopes high.
The question I have is simple, is Pingler still a good choice in the post Google Penguin world we live in? I would really like to hear what people have to say about whether the service is still effective. From my research I have noticed that over pinging can be very damaging and can get you blacklisted quickly.
My hope is that Pingler will do a better job managing my pings better then several of the word press plug-ins I've tested.
