How to upgrade adsense hosted account to normal account?

I submitted my blog for adsense approval using my youtube hosted adsense account so that i can upgrade my adsense account to a normal adsense account but they told me that my blog does not meet adsense policy. Am confuse and i dont know what to do anymore because i submitted a clean blog with no duplicate content, the blog has a contact us, about us and privacy policy page and i also made sure i removed all the ads on it before i submitted it to them but stiil yet they refuse to approve my blog or is it because i accept guest post on my blog?...pls what do i do? My blog url is moniways dot com
My second question is
Can i use another adsense approve blog to apply using my account? What of if i remove all the adsense ads on the blog and put my ad code on the blog and apply with my account for approval will they approve my blog?
