Google Local Listings - Above/Below Organic Searches

It seems for some searches the google local listings are above organic searches, while for others the google local listings are below the organic searches.

Is there any rhyme or reason as to how Google displays this data? Is it simply a matter of having a powerful enough of a site to rank above the local listings?

      The the question was, why do some organic listings appear on top and beat out the local listings. Conversely, why do some local listings beat out and appear the organic listings.
