Say you get some backlinks to your site. How do you let Google know to check out these pages so they can index those backlinks? Is there a "ping tool" to notify Google?

I'm more talking about blog comments or forum posts and things like that, not your own pages.

External webpages are indexed/found similar to how your own webpages are picked up, mostly through the spider robots finding links on pages, and then following them, which is why people often site the importance of good interlinking.

Now in this case, I don't recommend simply "pinging" your backlinks because it notifies the search engines that it exists, but that no one vouches for it, aka links back to it. This is the foundation of Google. The more links you to get to a webpage the more importance it has and higher chance it has of staying indexed, and ranking higher. This is why many build links to their links in order to keep their value high.

Maybe when you post your blog comments, choose blogs with a high authority, high PR/DA/PA. Check how many of their pages are already indexed by Google. Do a search with Google, site:domainname.com. You can also check the cached date from the Google results. This way you can see how many pages are indexed, and when they were indexed. If Google frequently index a site, then the odd of Google spider going back to is high and hopefully your comment link is in there when the spider goes back!

I don't recommend using other tools to index/ping someone else's page just for a comment link.

If you got some backlinks, then it is likely that Google will notice that link but it may take some time. Also you can ping those backlinks through various pinging tools available online. Linkacious.co is one of good pinging websites.
Also you can do social bookmark of that backlinks.
You can share that links on social media sites.

Why the heck do you bother with pinging?

You are probably using the outdated SEO strategy.

Backlink your backlinks - that will help search engines find and index them faster. You might want to:

    - do social bookmarking.
    - group them in 10s, create RSS feeds and submit.
    - build social links.
    - and also try going the "manual" route.

But frankly speaking, you shouldn't pay too much attention to indexing your backlinks now. Google will do that on its own. And it will do it pretty fast.

After the Penguin and Panda zoo, remember, that these days, quality is the key. Focus on getting QUALITY links to YOUR SITE and they will get index really fast.
