Outsourcing to other countries hurt your SEO?

Hey guys,

I was told by another SEO guy, that if Google sees traffic, lets say from India and assuming this is done for SEO purposes it will drop the ranking.
Anyone has any further information about it?
Pretty much what he told me, if SEO is done outside the USA (as example) for a site that it is in the USA, they will penalize the site.
Thoughts?

    I am almost 99% sure that this is a WRONG information! A quick example! If a big site (like Youtube!) is being visited by all the people in China, it should be blacklisted by Google!

    Agree with patco,
    websites have access worldwide, so if a certain country have highly populated users, and the site doesn't belong to that country is not a reason for google to hit that site.

    If you hire an SEO from India, yes your rankings are likely to drop. Not for the reason he gave you though.

    told by another SEO guy - he has worried you have not ordered with him in US (Say No to B.lore and Yes to Buffalo)

    If its a scamming or spammy blackhat seo company sure. Not if its an seo company using ethical and right methods such as content marketing
