Homepage and pages not index for OLD brick and mortar supermarket site - why and how to fix?

This isnt my site. I might be working on its seo in the future tho..... and i noticed that pretty much all its pages arent indexed...Can anyone here check out the site and maybe see what is going on?

Is the site penalized? How would you find out if it is penalized, install webmaster tools and see what it says?
file a reconsideration with Google? get a new domain and start over?

also what site can i use to check its backlink profile that is free?

    The site owner has apparently noindexed their site from meta robots. No idea why anyone would do that. Maybe they just really don't like Google traffic.

    Took a peek at Majestic SEO. Link profile isn't marvelous, but doesn't seem too bad either.

    The noindex is on each individual page in the <head> of the source code (each page). Check for an SEO plugin or the default WP Admin. settings. I remember a year or so back Hostagtor had the default WP install set to noindex when installed with Fantastico on Cpanel (other host probably do the same). It's one of those settings.

    I've seen this happen so many times I've lost count.

    You got your hands full with that job, they're also running WooCommerce which has it's own little quirks. Nothing major, just a lot of little tweaks like the noindex issue.

    They even have their uploads folder indexed & cached, lol. .../wp-content/uploads/‎
