Adsense position inside the code

Since one of my site got hit by the third Google Above the Fold / top heavy update on 6.2.2014 I tried to figured out what is the best practice.
Maybe you know, the first ad unit counts:

What I did a couple of years ago, I moved the ad block with the most clicks up in the code. This is on top of the content. In my code are now 2 adsense blocks above the content but after the penalty they are displaying now under the content.
My quesiton is now:
Does google look at the code to check where the adsense are or do they look on a picture? I hope its ONLY a picture?
