Need Help Ranking an Inner Page

In the past I would use the "exact" anchors for the page along with some variations of the anchor text to rank for an inner page. Recently I've spent 2 weeks writing over 1000 words, used pics with alt text, varying it again specific to that page. I have built a few links to that page with not as much exact anchors along with just linking to that page with the main site name with some click here, etc. etc. Now with all the new algorithm changes penguin and panda. Should I be buy the Yahoo directory? The site is fairly new and only has a PR of 1. Would submitting it to Yahoo or Best of the web increase the overall PR of the entire website? Then I get lists of sites with PR of 3 or 4 with 4 root domains and like 10 links.{This can't be legit, Right}
I've made sure my meta tags are in place and set up my URL to have the words after the .com. I'm hearing chatter that some "No Follows would help but I don't want too many. I've tried reaching out with some (Not Much) success. Currently I'm at the top of page 2 and want to be in the top 3 or 5 that way G's Ad-words won't cost me an arm and a leg. I tried to find descent sites that are up for sale but NO LUCK there. Maybe I'm missing something because "expired domains" it seems like anytime I check ANY site it is either Fake PR or there is no links to any site. I watched a Bunch of how to buy domains and I'm striking out!! I use Majestic Seo, SeoMoz & ahrefs, Open Site Explorer and I think that's all I've ben using and when I look at the competitors they have about as many links I do { { { One more Question, I was always taught that 20 links from 20 different sites are better than they come from 2 or 3 ... BUT!!! They are still out ranking me. I have the desire to start my own PBN but can't seem to find All this hidden treasure Everyone is talking about. ANY INPUT WOULD BE HELPFUL!!
If you can give some advice I can really use I'll PayPal you over 100 dollars
PS. Please don't say the way to do it is solely based off "Social Signals, article submissions, and buying links. I've trying to think outta the box.
