[Ideas] WebDev/Digital Agency SEO - 38,000 backlinks in client footers, what to do with Anchor text?

Hi guys,
I recently started working at a new digital agency and I've been doing some SEO internally.
The agency website has 38k+ backlinks with varying anchors. Many of these come from the footer on client websites in some cases they even have 2 backlinks per footer! Most, if not all, are do-follow.
What would you personally do in this situation?
ie, Would you optimise the anchor texts and work that to your advantage? Would you make some of the low PR links no-follow? Would you make ALL of these footer links no-follow?
