I find a blog talking about the specific niche I'm in. Make a high quality comment and post a link back to my website?

Think of it as conversational outreach. You add some value to their blog via your comment (ideally), and link back to your site using your name or pseudonym.

Basically, that's it. However, there are so many different ways in which you can build backlinks. Blog commenting is just one method. For example, you can place your backlink(s) in a niche related article and post it on a website/blog, etc.

Be sure to ping the URL to Google after creating the blog. Otherwise, Google may not discover it or it can take forever.

Go easy on the blog commenting, don't ever use automated blog commenting techniques since google will penalize your site for doing this, stick to only posting comments on relevant sites that add value and even then keep it to a minimum, ideally you want a lot of different link types pointing to your site, too heavy on 1 particular type can be a sign of manipulation and get you caught up in the nasty penguin filter..
