Depends on the ad and the offer. With PPV it's all about the angle your going for. Get Boxofads to get some ideas.

Why are you asking question about ppv on adsense and seo thread? But anyhow i'll answer some of your questions.
I've normally seen people targeting with urls, including myself. I've never targeted keywords I think with the url you can get targeted webpages matched with the offer you're promoting. As usual never target lots of urls because it's going to wipe off your budget. Only use 2-3 urls and make a landing page according to the demographics of the page. So if you have a url page with old folks you're not going to use words like awesome and cool or as such. You'll have to use words that will resonate with the older folks. For example you can pick oprah.com and target make-up and beauty products because i know that's what sells over there. If you look an ad on the webpage in oprah, it will give you a rough idea what kind of products more or less likely to sell over there..

Try both and weed out the bad ones.

Anyway, I found targets have a better conversion than keywords.

I would suggest you to concentrate more on the keywords part when it comes to Pay Per View. But at the same time url's can't be ignored.

I use URLs mostly, because you have to be careful with keywords. Too general of a keyword can eat up your budget fast with no ROI. General URLs can work the same way though. The more specific the better.
