Should you put brackets around each keyword, or does it not make a difference?

Yes, it does make a difference.

Brackets around keywords make ads only show when that exact query is typed in the search engine.

I find using both exact match (brackets) and broad modified keywords work the best.

Broad modified keywords show for queries with those keywords in them.

    Here are examples of both:

    [basketball shoes] - Exact Match
    +Basketball +Shoes - Broad Modified Match

For exact match only the following search query will show up:

    Basketball shoes

For broad modified match the following queries can show up:

    Best basketball shoes
    basketball shoes on sale
    nike basketball shoes
shoes that are used in basketball

    and many more

    Hope that answers your question.
