I imagine there are a million and one ways to run this properly, basically I would like to make a small network of 10 web 2.0s such as WordPress, Blogger etc etc.

Creating the shouldn't be an issue, but what is a cheap way to maintain these?
What would you suggest for content?
What would you suggest for basic linking?

I would basically like to spend some time/ money on a small web 2.0 before buying older domain etc.

The only thing you could really be doing with those is tiered link building. For those that still do that kind of thing GSA is the spamming tool of choice. Nothing like having links from a real network though.

Thanks for the pro-tip Mike as always!

I'm looking to just have something to develop on over time, I'll just have content written up every-now and then and have some automated linking going on in very small quantities and come back to these in a year or so!

Nothing like having links from a real network though.
If only I knew where to look! The good networks are all private and making my own is going to take a very long time, but it's all an investment.

well that problem has kind of been solved by one of many solutions. I just don't think I can put it in front of you anymore clearly

Web 2.0 networks are still good if you know how to juice up them. Even though lots of practitioners will not agree with me on this affair. However I would recommend you to go for a network of your very own domains based websites. It would be much better choice as web 2.0 accounts often ban accounts thus your hard work can be evaporate within just a night. Also you are going to get much better control on your network if you go for even brand new info/me/pw/guru etc. domains! If you still want to go for web 2.0, you can use fiverr or oDesk to hire some VAs who are willing to work 2 to 3 USD per hour and who have proven track records.

perhaps but I see less and less people having success with them. In fact tiered link building itself seem to have taken a hit and I expect it to take more since its on Google's radars

I didn't talk about tired link building. Web 2.0s can be used outside of link pyramid/wheel. One example is... lets say someone wants to build backlinks using web 2.0 sites to his website which is on weight loss niche. Now I am pretty sure there are thousands of blogs on wordpress, bloggers, tumblr etc. with good page rank on the niche. Now the link builder can contact with the blog owners to give anchor texted backlinks from their high PR blogs to his website. May be for free or may be the links are paid backlinks. High PR backlinks from relevant web 2.0 blogs will work like other usual high PR backlinks from a private blog network. Also you can easily juice up a new web 2.0 blog using high PR backlinks to them. Now you might want to ask me, if someone can build high PR backlinks directly to his/her website than why should he/she will build those backlinks to web 2.0 backlinks? However you didn't ask this question.

Well here I want to share one thing which might became a very controversial issue and I might have to defend myself against crazy folks who have worse knowledge on web technology and programming and still want to challenge me seeing low post count on my profile! lol. However what I want to say is, According to the software technology there is no way to detect a website as Web 2.0!

PS: I am willing to open a separate thread on how Matt is smoking SEOs by saying Google has reduced link juice count from web 2.0 sites which is quite impossible even for Google! Because the concept of web 2.0 is technically absurd. Even Sir Tim Berners Lee said it many times.

If you have enough money to buy links then you buy a domain - the end

Depends on the Web 2.0. Wordpress, blogger (you bet) Tumblr sure they know. However thats not why people don't bother with web 2.0 networks for real juice - its because they are not yours.

It makes no sense to juice up a network that can disappear tomorrow. WEb 2.0 networks are used when the person is low on cash not a long term strategy and if you are going to be buying links then you are way better putting aside the money for domains you own and fully control
