Abandon domain name? Subdomain on tainted domain safe?

Hi all,
For the last few years we outsourced our SEO. Subsequently we got hit pretty hard by Penguin and panda and things haven't gotten any better.
Should I start again with a new domain name?
Supposedly our SEO company went through with the disavow tool. But nothing has changed for months.
We are going to launch a membership site.
If we do this from a new subdomain on our existing domain will that also be tainted? Or will that help lift the existing domain if it gathers some decent link juice?
I saw few posts like this and am hoping you guys should be as generous as well.
