Google does not index/show description in results

We have a health website, we noticed G is not updating the serp ranks, Looking further we found google not crawling the web pages due to robots.txt disallowing all crawlers, we dont know where did the google see that robots.txt , there was no robots.txt on the main directory of the website. (wp site)
We have created robots.txt manually at root and allowed the crawlers by
adding
disallow:
left blank , made it to none.
Google is still not indexing the website after submitting the sitemap and creating the robots file manually. Any idea. here is the website:

if you see at google site:url you ll get the title only.
any idea what went wrong and how long it can take to re-index?
