Your talking about a PBN, or Private Blog Network. It can be kinda in depth so don't think its an easy fix. You find expired domains through auctions that have high domain authority, page authority, and GOOD backlinks. There's a lot of research of the domains involved to make sure they are quality and not already spammed with crappy backlinks. The point is to buy "aged" domains that have been around for a while and already have a good history and already have authority and backlinks. I look for 5 years or older. The longer they've been around the better. Then you put them on seperate hosting so Google doesn't catch on that one person owns all of them. Leave a small footprint. You will have one money site and then put backlinks to it on your other sites. That's the VERY BASIC version. There are a lot of tricks to this and if you buy a crappy spammed domain just because it says "PR 5" or something you can actually hurt your network.

You can youtube videos on how to research or buy an expired domain.

To find expired domains try expireddomains.net. There's all kinds of filter parameters for your search.

-Go to filters and check "no fake PRs"
-At the minimum filter for sites with PR1 or higher
      -a couple hundred backlinks

Remember page rank is not AS important as it used to be. You'll get different opinions on that. I think it's still a parameter to look at but don't base buying a domain off of it. Backlinks are the most important. Google likes quality these days so make sure they are good backlinks, not a sports blog with anchor text "buy viagra" or something. They don't necessarily have to be relevant to your new site as long as they are good and not spammed with random anchor text.

Once you find a domain worth researching use opensiteexplorer.org and you can see the domain authority and page authority (the higher the better) and you can check out what their backlinks look like. Click the anchor text tab to see what words they used, that's where you can see if it was spammed with random words.

You should also use majesticseo.com. Plug in your domain to check the trust flow and citation flow. Under the bar where you plug in your domain make sure the "use historic index" button is checked. Here you can also check out the backlinks and anchor text again. You want a bare minimum of a trust flow of 10. That will be up for debate when other people chime in. You only get so many free searches a day with this one so be selectful unless you want to subscribe and pay.

Then you can use archive.org for the wayback machine. Plug in your domain and you can see what the site used to look like. That can give you an idea on if it was spammed. If the original domain was beercoolers.com and you look at it in the wayback machine for a year ago and it was an online casino blog then it was probably spammed. Some niches just do that. Usually it's a "buy cialis now" or "gamble online" etc.

There are many techniques to this and I'm sure I'll get torn apart for some of this. Some people use all kinds of paid software to find all of this stuff but I prefer not to. Lots of backlinks USED to be the way to go so people did anything and everything to get backlinks. Now Google got smarter and can determine a lot of these spammed sites and basically punish them for "cheating" by deindexing them or slapping their ranks down. now they want quality stuff.

After you buy sites then you have to put content on them. Maybe you should look into that after you get a couple domains to put a site on. At that point you can start looking at actually putting the PBN together and backlinking.

DISCLAIMER- I'm no expert nor do I claim to be. These are methods I use but there's a lot more depth to it that you'll piece together as you start looking at it. Some people do a lot more than this, and some people go about their research completely different, this is only some of the basics.

$4k is a lot of money, you could build one (or more) hell of a network, but it's also easy to waste a lot of money if you start throwing it at crappy domains, which, besides just wasting money, can actually hurt your network. When I first started doing a PBN I bought a PR5 site cause I thought that was awesome, then did the real research and found it only had like 5 backlinks and weak domain authority (DA). It was $60 wasted, I resold it at auction for like $40 so I recovered some of it.

      also play around with http://moonsy.com/
      or https://www.snapnames.com/
There's tons of sites just google "buy expired domains"

Don't under estimate the domain market as that's at least an equal chance to get scammed, and not always scammed but often it's just a result of a previous 301 redirect that has been setup which gives you the wrong idea.

So first learn how to determine whether the PR a domain has is real or not.

The only way to do that is by checking the backlink profile.

When you enter the domain in opensiteexplorer.org it will kind of redirect to a different domain in case there is/was a 301 redirect in place so always make sure the same domain is still visible after you click search to prevent seeing the links from a different domain.

Also get yourself a subscription at register compass so you can do some pre-filtering, without that you'll get overwhelmed.

Some metrics I would filter on:

        - Citation Flow from Majestic SEO
        - Trust Flow from Majestic SEO
        - DA (Domain authority) from Moz.com
        - MozRank from Moz.com
        - MozTrust from Moz.com

You want those metrics to be on the same line, if some are extreme high or low there's often something sketchy going on.

Again, only use these metrics for pre-filtering, when you decide to bid you want to check out the actual backlink profile to see if the backlinks justify the Pagerank of the domain.

To give you some idea, an average PR3 domain could show these metrics:

        DA25 / MozRank 3.2 / MozTrust 3.5 / CF 18 / TF 22

Again this is just an example, but when a domain shows such metrics it's always worth it to examine it further. A domain with these stats often go's for $60-$120 on auctions.

I get such domains myself from my broker for around $50 however mine are dropped ones instead of expiring ones and they always go for a lot cheaper. Not interested in sharing my broker btw so not that you think I try to sell you something lol.

If you follow these steps it should at least give you some head start.

As about hosting, buy shared hosting plans and if you plan to rank only 1 site put 1 domain per shared hosting so you keep up with 100% IP diversity (at least that's how I do it).

Content for the PBN site, I would say 5-10 pages of content and some contact/about pages to make it all look a bit more real.

$4000,- could cover 20 solid domains + 20 shared hosting plans and the content for the domains. Doesn't sound like a hell of a lot domains but $100-$200 per domain is nothing crazy when looking for solid domains, PR3-PR4 range, heck a real PR4 with good backlink profile can easily go for $400+, especially at GoDaddy Auctions.

You can also take different routes like scraping for long time expired domains and using databases like expireddomains.net, those domains will be considerably weaker though and thus you need more of them, and when taking price of content + solid hosting into account I always prefer to get stronger domains.

The less domains/links you have the less chance to get busted, trigger filters!

Poster above me also has some essential info like checking the current back link profile and using archive.org to see what the site used to be about. When checking the anchor / backlink profile you also want to avoid sites that have a ton of money keywords as anchors, I wouldn't personally buy a domain that has like 80% of the same money kw anchor, just to name something extreme.

You can also check the backlinks of expired site you want to buy, if they are good enough. I mean, make sure to not buy punished site because of bad quality backlinks!

Do proper research before buying any expired domain!

If this is really a loan, meaning money you are going to be responsible for paying back, I would just give it back now.

Learning SEO from scratch, can be a bit of trial and error. You are more likely to completely lose this money than you are to turn a profit.

As stated, back links and content - but - make sure they are relevant backlinks and the content is something that others find value in. lastly, know that it is not something you can do overnight. So, a little at a time will win the race.

See you on the other side pal, there's no way that's gonna work for you. Getting a loan for SEO is literally one of the worst ideas I've ever heard of.

You've got a better chance spending it all on the "scam" artists than you do learning it with free cash.

I'm curious who loaned you $4k to learn SEO, lol.
