using scraped data bad for SEO?

Just wondering what people think about if using scraped data is bad for SEO. I am not talking about articles. I am talking about data that a lot of sites display ie technical details of mobile/cell phones, Airport details etc.

Would you be penelised for using them?

    Well, actually there are probably no other methods how to publish tech. characteristics without copying them. I would recommend to upload them as an image and additional content as a text

    It wouldn't really be a penalty but your pages could easily end up in Supplemental SERPs. Really it all comes down to which one of the sites scraping public data has better SEO/authority. Adding some unique content to the scraped data might help.
