i am doing SEO of client website, and all keywords has got high competition so and i had used all link building techniques such as directory, bookmarking, blog comment, article submission, forum posting and etc
but still ranking is getting down from 2nd page to 3rd page, suddenly i read about tire link building that's why i create these 10 web 2.0 blogs with unique content, but problem is i am getting confuse how i start promote these 10 blogs, and which link building techniques should i use for them, and how many links i create for one web 2.0.

Please Help if you got my point

Correct, if you have just created new web 2.0s, then they will never do any magic. Instead search for sites ranked under your target keyword, go for some already established blogs (on second and third page) and offer a few bucks to the webmaster for placing your links on that pages. Some will reply back and you will succeed in making a deal. By doing this, you can save about 10% for you if you wish. Invest 90% of client's budget or refund as yukon said.

Hi,

To Promote Web 2.0 Blogs, make some links to it, mostly from PR2 and above only to these links, do a lot of interlinking, Create Tier 1 Links belonging to Web 2.0 Profiles, then Tier 2 Links to the Web 2.0 Profiles mostly from Social Bookmarking, this can be from lower PR, this will greatly improve the indexing rate of the Tier 1 Links which inturn would increase the SERP of your main money site. One of the fundamental things with rankings is that you need to maintain a consistent link flow to your sites, build an even number of links regularly for around 3-4 weeks, this would greatly improve the rankings of the site... All the Best

Matt Cutts recently stated that backlinks are still one of the primary factors that drive SEO. So, there goes your answer, you need to get backlinks.

And you need to make sure your page isn't over optimized for your keyword. The most important spot to place your backlinks are Title tags and H1 tags. Only use your keyword once or twice at most on the page to be safe, you want to use related keywords.

When you build backlinks look for website that have High Page Authority and High Domain Authority and show high Trust Flow in Majestic seo TF20 and above are best. Since web 2.0 sites have excellent Domain Authority you can began moving up Google's search results quicker.

There is no need to rank those web 2.0 blogs. If you have a unique content on it linking back to your money site then wonderful. Also I think you should also add more content to your web 2.0 blogs (just related content), maybe get from article directories and spin it to post on your web 2.0 sites so it doesn't look like it's only made for SEO purposes. Maybe also add authority links to those web 2.0 sites random ones from wikipedia etc and even youtube videos. Other than that get some PR links for your client.

So tiered link building was mentioned. OP, if you're going for spamming or something close to that, what's the problem? Why aren't you warming up GSA or purchasing Fiverr gigs?

Wouldn't recommend that myself, not even if you really know what you're doing.

Build backlinks to these blogs via active social profiles. If your used social profiles (for bookmarks, social bloggs, etc) are death, with no activity (no followers, no reshares, no likes, etc), then Google will not rank your blogs.

This is sort of a perfect match for "web 2.0 blogs" approach - neither really works.

Unfortunately this is fundamentally flawed as a SEO approach as we covered in this thread. Simply put, the social media services don't link to individual profiles unless there's a logged-in user. The front pages look great, but that's deceptive because they don't really link to your profiles.

Well 2.0 blogs are very sensitives so first of all they have good quality content, and 2.0 blogs can be promoted by doing social bookmarking.
