You can check the Domain Authority of the site, the Page Rank, and the quality of the design of the page.

Horrible advice. Both suggestions are totally worthless for telling you if a site is spammy or not.

I would investigate the backlinks. That will be the easiest way to tell.

Agreed, look at the backlink profile link sources & anchor-text.

The Google Cache (text version) makes it easy for spotting on-page spam (stuffed keywords, links, etc...).

          The Google Cache (text version)

Yes, the Google cache, but it has to be the text version. The full cache version won't show hidden links, like base_64 spam links (example).

The screenshot below is a real example of how a site/page can be hit with spammy links but the live web page & full Google Cache won't show the spammy links. Google still finds the links regardless, the text cache is proof of the links being found.

The same spammy links could be found with a web/dev plugin for Firefox, that way you don't have to wait on Google to cache the page.

These settings on the web/dev plugin are very close to simulating a Google Cache (text version).
            • Disable all javascript
            • Disable all images
            • Disable all styles

This might be more than what your asking but it will still show If a webpage is loaded with a bunch of junk compared to what's seen on the live webpage. Looking at the site as a whole is a good idea, again, look at the backlink profile, ahrefs, SEOspyglass, etc... will give you an idea what type of site your dealing with.

There's other methods to do this (like mass-check moz-rank of websites), but what I usually do is just check what backlinks are listed on moonsearch for my website, and then there's a Alexa rank, Page Rank, DMOZ, Y!Dir stat for all the websites that link to me.

I am using majesticseo's trust flow and citation flow report for the site - more than 20 is good. Then I check the backlinks stats there

This takes experience or an advanced algorithm to do properly if you don't know what you are looking for. Looking at one or two datapoints to determine if a link is spammy is just bad advice all around. Do yourself a favor and find someone to analyze your links for you.

Look at the site's backlinks by hand, that is all that matters.
