I don't think there is any issue in not considering the links in pdfz and other files a proper back links.

As long as they can be crawled, then they can be indexed.

If the PDF is indexed, then it will be considered a valid link back to your site.

Exacctly, the best example is slideshare.com where all pdf's uploaded from people and transcripted and this way the text / links from the pdf might be indexed (so counting as backlink). If you simply have a pdf on your website, or a plugin that shows the pdf in an embedded format this won't be "readable" to the crawler and most likely not indexed.

All depends on how you utilize the pdf text into your website. Make it a post, and just add the pdf as downloadable extra

Google can convert PDF files to html so yes the links are considered and they work troublesomely good for seo.
Love using docstoc for my back linking strategy,
Best strategy I have ever found.

Google does not create backlinks for you. I have no idea why people think viewing
a pdf as an html file is somehow creating a backlink. It's not. The "html" that you
are viewing is for viewing purposes, NOT indexing. Crazy thinking in the first place.
What google sees in a pdf document is moot. Has nothing to do with a backlink.
That's like saying, oh look! I had google translate my page into spanish! I got another
backlink! And my pages in the google cache? Even more backlinks!!!!!!!!!!!!

In fact, strange thing is that google TELLS you to have an html page available to
visitors for any pdf file you value your visitor viewing.

Now, why would they suggest that?

Again, this has nothing to do with google determining the content of a pdf file.
      That's a different animal.

Google can now read and crawl content present in a PDF file, so the link present in the document will be counted as a backlink to your site. A few years earlier, Google could not read contents of a PDF file so the links in the document did not count towards increasing your backlink count.
