It's possible the topics you are pitching to the blog owner have already been covered. If you're really interested in guest blogging for another site, then you should first start by reading the site's previous posts to see where you could fill a need.

It all depends on the blog and you have to read previous post, because it will give you two information: the feel of the bloggers style and of an ideal topic. Try to atune your pinch to target blogger style.

You have to understand the blog owners point of view, they seek for value. If you are starting out I recommend writing posts which everyone (including the blog owner) likes to read - for example lists like
    "10 most interesting ....(...)"
"25 best webdesigns to hang your eye into...(...)"
"3 steps to quickly draw a logo from scratch ... (...)"

you know these kinda post types grab peoples attention. After you submit 1 good article you have an easier game going with it the second time

If you are just starting out with guest blogging, don't pitch bloggers who aren't soliciting guest posts. Pitch bloggers that have explicitly stated that they are accepting guest posts on their blogs, such as those that have a 'guest post' or 'write for us' page. You will have a higher success rate if you follow my advice.

Tip 1... Only blog for traffic, not for links, if a site has a similar subject to yours and the people who visit that site would find your own content interesting then submit something to them.

Tip 2... Send them something badass, if they have criteria then stick to it, if they don't then don't send them a 300 word article that has the same content they have already posted a bajilion times before, I try to keep my guest posts between 1500-2000 words, simply because I provide big posts for people to ready and often have to limit myself.

Tip 3... Always ask people who publish your post to also share them on their social media channels, this is awesome for driving traffic.

Tip 4... Rather than just approaching people for guest posts, write a guest post plan.

    Example plan...
1/ Write a target list of 200 top blogs in my industry
2/ Separate them into tiers (there will usually be 3-4 tiers)
3/ Tier 4 (or whatever the lowest is) should be actively seeking guest posts, get 5 or 6 placed.
4/ Then approach tier 3, using your blog post in tier 4 as leverage (Oh hey mr blogger, I have had some blogs posted at (link), (link) and (link).

I'd like to propose a few articles that I'd love for you to take a look at...

Let me know if you could work with any of these titles on your blog...
5/ Get a few placed and use those as leverage for tier 2 (this is the tier that will send you a lot of traffic, these posts need to be your VERY best work).
6/ Approach tier 1, these are the elite bloggers in your industry, they will not accept a post from you unless it is beneficial to their blog, it needs to be awesome and your reputation from all of the other blogs who have published your content will help you with social proof.

This is a basic strategy, that you can use as a starting point. It's aim is to generate traffic and build your reputation in your industry.
