There are no potential duplicate content issues to worry about so you are good to go. Make sure you do not repeat the same mistakes you made on the former site that led to it being penalised if your aim is to build long term assets.

This is not true. Google has straight up said they have ways of knowing when people do this, even if the content is NOT the exact same. If you use exact same content it increases the chance they can identify you.

theres one way to find out

ill make new fresher sites too
but since i had the old site/script i might as well give it a try.

i suspect the first penalty was from adding too many ads so , ill be more careful with that.

Just because the old site is deindexed doesn't mean Google isn't still watching the site or even have a cached version of the site sitting on one of their servers out of public view. They obviously have stored the domain in a database of blacklisted domains, otherwise your pages would be indexed. Assumes you actually have a penalty.

You have not mentioned what is the reason stated by googled in the Manual action. Whether it is penalty on site or individual page. Partial penalty or full penalty. Penatly purpose, OBL which passes page rank or PURE SPAM or unnatural inbound links or duplicate contents.

Without knowing these details it would not be possible to give you clear answers. As some of the above actions can be recovered easily and some of them cannot be or will cost more than creating a brand new website.

When you say spam, do you mean flimsy content or not substantial content? How did they define 'pure spam'? I would like to know as this is the first time I've heard of that manual penalty.

Google says,

The site appears to use aggressive spam techniques such as automatically generated gibberish, cloaking, scraping content from other websites, and/or other repeated or egregious violations of Google's quality guidelines.

I'm not sure how OP is actually defining his site having the pure domain wide spam but at the same time not considering the old content as the reason of that spamming ... I was wondering what makes the OP so certain that only the ad is the main reason for getting the penalty and not the content.

Regarding too many ads, I can say that I personally own a different type of CPA affiliate site since 2011, loaded with tons of offers (and not many lengthy articles). So far, I am still receiving a good amount of organic traffic for several long tail keywords and touch wood no penalty. Maybe because of the sticky rate, Google still loves this site (at least this is what I assume). So, IMO too many ads may not be an exclusive factor, placing them wrongly and not having good user-experience is all that matters.
