what you can do is ask that webmaster to remove the content thats all.. there is nothing to do. when it happens to me i just scare them saying that i will report them to google

a good technique there's nothing much you can do about it. but if your content is very very valuable, you can threaten legal action. the question is who in the world has so much time?

If the website owner is not replying to your mail try to call him using the contact number given in the website. First tell him politely to remove the content from his website that has been copied from your site. Tell him that copying content can penalize his website also and he might lose potential clients for his business. If the person would agree and do the needful for you then it's great. In other case you can go for taking legal actions or can even change your own content.

You can contact google, and they will look into it for you.It will take some time but if your information was online before the copier, you should be in good shape.

You can submit the site to google and have it removed from google. It does not mean they have to take down the content but it does mean they will get no organic traffic from google.

There has been a rapid increase of popular websites being copied verbatim and re-hosted elsewhere to capitalize on Google search engine traffic

So before you make a major claim against the supposed thief, you must have undisputed evidence that the text is yours.

You can also use Copyscape's Web search to see if it readily identifies other copies of your content on the Web.

If your site has been copied and the miscreant is not responding, go ahead and file a DMCA request (provide the content is completely owned by you). Also, even if you don't file a DMCA request, your site wouldn't be in harm's way as far as SEO is concerned - you might lose some traffic though.
