Search for your keywords, select the ones you're interested in and click on the blue"Review estimates" button on the RH side of the screen. In the middle of the page there will be a "Match Types" dropdown menu that you can use to choose "phrase match."

Alternatively, when searching keywords, click the "Modify search" button and choose the "Get traffic estimates for a list of keywords" button. You can enter your keywords in the format of "keyword" to search for the exact phrase.

The keyword planner only shows search volumes for exact match searches. There is no way to see the old phrase and broad match search volumes. They were useless anyhow.

And the old phrase match search volume was NOT how many people searched for your term in quotes.
