I use a main targeted keyword in the Title of article/post, ALT attribute, Title attribute, a few times in description and one time in tag (plus adding into the most relevant category). I never had troubles using the ALT image info in that strategy.

Google treats image alt tags as part of the content on your site, so the text you used as your alt tag counts as a keyword to Google and your site will show up in Google if you do a search for that keyword and if your site has enough backlinks.

Yes, image alt-text is the same as plain text on your webpage. You can prove that by looking at the Google Cache (text version), you'll see your image alt-text.

Google will also use image alt-text in the SERP description If you don't have an HTML meta-description tag on the page. Assuming the image alt-text is relevant to the search query.
