Are there really any of these sites to comment on that are not moderated and can give you quality back links?

Or is this dead?

There are plenty of sites out there, but EDU and GOV links carry no special value. If someone told you otherwise, they are an idiot.

There is more than .tld that you need to bother about:

    - Domain authority (of the site linking to yours)
    - Domain relevance (of the site linking to yours)
    - Topic relevance (on the site linking to yours)
    - Value of the backlink to human visitors (and not just bots)

EDIT: .gov and .edu does not necessarily help if the above are not fulfilled.

Go and publicly accuse David Cameron of being a pedophile. Write a long-ass post, with some made up facts. Photoshop a picture of him kissing a 5-year old. Spread the word, tweet it to influential politicians and newspapers in the UK.

Bam, you'll probably get backlinks. People will link to you if they believe it, and people will link to you to show it's fake.

      That's a creative way, no?

Take that idea and think of how you can do something similar in your area of business.

Just got back from a #BrightonSEO. I was given room 404 in the hotel I stayed at. Couldn’t find it anywhere!

A creative way to tank your conversions perhaps and have less money to fight being sued for libel

Next you could write a blog post about what it's like when everything you own is auctioned off in a court ordered sheriff sale to pay for the lost slander case.

That might go viral & generate a lot of links.

Ahh..., the price of a backlink in 2014.

There are edu and gov sites you can place your links on without any moderation, but you have to use some special search strings to find them. The easy way to get them is to buy a link list or packey such as Angela backlinks, but they bear no value so just discard the idea.

    SEO Power,

What do you mean they bear no value. What is Angela backlinks? And it seems automated dont you want to do backlinking manually?

You don't want to know, and it certainly proves my theory about SEO Power.

Forget .edu and .gov backlink and keep eye on niche related quality backlink.
