Newbie - How To Change PPC Ad?

I creted a PPC campaign 2 weeks ago with a filler ad. I finally defined 17 keyword groups yesterday. This morning I probably selected the first ad group and went on changing the ad text. However the new ad is only good for the first keyword group. The filler ad is still shown as the ad for the other 16 keyword groups. I'm confused. I always thought:
1. You can have a number of ads and adgroups.
2.You want to keep each keyword group with no more than 20 keywords.
2. Ads are set up independent of the adgroup grouping.
3. Google will rotate your ads using all the keywords in all the keyword group.
Can you guide me through how I can get out of this mass? I plan to have 3 ads initially for testing.
