Note: The domain is not the same niche that my site.
The domain is in English and my niche is in Portuguese.

First of all you should care about if that domain its banned a lot of expired domains are,

Use this tool to check it out:

Google Banned Checker Tool - iWEBTOOL.com

Other point you should view is if the backlink profile, if it has the most of them cread automated, possibily can be penalized if it doesnt right now, because if it gets banned and you make a 301 redirect, your domain also will be.

In my personal opinion i will never use this strong backlnks (like a redirect domain) in another language, and not in the same niche because is a huge red flag for google to penalize

I tested the domain and it seems that he is not banned and pagerank is legitimate.

I also do not like the idea of an English domain redirect to my site, but I'm thinking of doing the test to see if it will work or not.

I'm looking for a technique that works with my main site, why he is not gaining backlinks naturally and the niche is very competitive and I'm losing positions in the google.

I would not trust any of these simple tools.

What makes you say that pagerank is legitimate? Have you tried BoostSales suggestion or some other good backlink checker?

Links in signature will not help your SEO. Not on this site, and not on any other forum.
Who told me this? An ex Google web spam engineer.

        What's your excuse?

I do not recommend redirecting expired domains or domains with unrelated content to other domain names, it can cause search engine penalty.

Depends on the domain back links and history, I would developed to the same topic it use to be.

It could work if you develop on Portugues, but you will need to put some effort on SEO and link building.

That makes no sense. The "domain" would now have zero content. That would restrict
each and every old domain to be developed exactly with the same content as before.
That makes no sense. It's a free internet. You can take something like kayak.com,
and turn it in to a .....plane ticket site? Who knew.

You should check the link juice on that domain by using Majestic SEO. Sometimes PR does not mean anything without any links.
