I need your help in doing SEO without buying links and content for off page SEO.

Our website has content on site but not so SEO friendly and client is not willing to pay for hiring content writer or buying links.

I am done with the On page analysis, Now I want to know what off page activities I should start with? Which can get me a boost in keywords rankings?

Please suggest me some best off page techniques.

These are all off page activities
Again you have also missed the point here...

Please both go and learn the importance of On Page SEO and Keyword Research.
You cannot just jump into off page SEO.

This blind hit and hope approach is what give those of us that have had to work very hard to gain the knowledge we have and are still learning every day, a bad name. Same goes for SEO as a profession.

Its exactly that a profession, not a hobby.

Yes all those aspects are off page activities, but the whole point of a website being successful is its user friendly first and foremost, in that being achieved and WORKED on, the site is in turn search engine friendly. That needs to be an ongoing task just as off page SEO is an ongoing task.

You can just ping up a website and bang on with as many listings and off page things you can think of.
If the site is empty of content, poor in content, no keyword research been completed, whats the point...?

In regards to your advice on off page activities,

"2. Creation of blog and post comments on other blogs.

Blog commenting is not an off page activity for a new website, this tactic died of death long ago. Unless you intend to contribute quality comments for sake of engagement, learning or feedback to the author - there is no point. Do not use blog commenting as a back link strategy.

Many blog commenting systems have a rel="nofollow" to stop spammers doing exactly that, posting complete crap in order to gain a back link.

I suggest you both go an research -

    First off,

    Buying links is a no-go!
do not do this, ditch that thought straight away.
This is one of the practices targeted by Google's Penguin Update.

The first thing you need for Off-Page SEO is to be recognized. You can achieve this by:

    1. Make a Social Media account for the popular Social Media site like Facebook, Google+, and Twitter. Create a page for your site, and gather as many likes and share as you can. Don't forget to ask people to mention your website / page to their friends.

    2. Have people (preferably experts) give reviews and ratings for your website (or business if you have it). This is one of the way to increase your reputation on the web so Google will take notice of it.

    3. Get some backlinks. BUT never, ever, get paid links. the benefits are not worth the repercussion. Instead, do it normally, like asking them to check your site and then ask them if they want to link with you. You can also get some backlinks from forum signature, but be sure that you choose the right forum (same with your niche) and didn't just post some gibberish to get signature. Instead, answer all question as best as you can. This way, someone will eventually took notice of you and open the link on your signature and you will also get a good reputation if this happens.

    4. Do some site submission to many of the famous directory and write some article for your niche then publish it in a trusted article submission site.
