Penguin recovery - wait till refresh or link build now?

Do you think it would make sense to wait until after Penguin refreshes to get links to your site or could getting some help the recovery process?

Anyone have any ideas?

      This is totally right. All these jokers trying to predict the next update. Things have been crazy in the SERPs lately, the next rollout is prob. just going to be a minor variation of the craziness that's already happening. Build a branded domain and use branded backlinks. Problem solved.

    Thanks. I guess the only way to find out how links will effect the site is to try it anyways. I also ask cause eventually a new site would be my next option for the site, but it seems worthwhile it to see if things can still pick up.

    If I were you, I would build another site entirely while you're working on having this penalty removed. You can never trust an algo with your business, you could wait and have nothing ever.

    I would build a new site, new domain, new IP address... Have it aging, adding new content, and indexing at the same time you are trying to fix your other site.

    I wouldn't let this stop you from building quality links to your penalized site, but i would put efforts into building links to the new site as well.

    Imho, You need to start carefully linkbuilding without any bad links.
    Also good advice about new site, but if that one is very important for you. You should fight for it)

    How do you get a new IP address? That sounds like an interesting technique. Seems like Google could somehow follow you though but people have said having more than one site can be fine anyway.

    Ideally if my site can recover and be an authority site that would be best. I feel like if its penalty got removed it could bounce back. It has a domain authority of 29 as well as quality articles and design on the site. Also the brand name is catchy too - so that comes into account as well.

    John Muller from Google has made it sound like a Penguin update is most likely happening. I did buy a second domain a few months ago in case a new site seems like the next step but I want to give it a litlte more time to see what to do next. The site did recently have a keyword go from around page 9 to page 5 so it seems like something could be happening.
