Assuming the 404 error is a page not found on your site you need to either add that page or redirect the "wrong" page to a correct one. Various ways to do that - if you're using WordPress there are various plugins that make it easy for you to do that, if you're not using WordPress then do a search for fixing 404 errors.

Google's help is fairly helpful as well.

If the pages don't exist, there's nothing you can do. The correct way is to let them be 404's - because the pages do not exist.

Worst advice on the entire interwebs.

If you own a site you have 100% control & should never have a broken internal page let alone a useless 404 page.

A 404 page is literally saying your ok with having broken URLs, which is saying you could care less If you have traffic or not considering traffic won't tolerate looking at a 404 page, they'll simply leave the site.

      Deal with the broken URLs.

Better to handle 404 error with a custom page. Say to the people gently "the page you are looking for is no longer available". Offer them few options like link to home page or a custom search for what they are looking for etc. There are many good 404 error handling pages you can refer.

I am totally against redirect all to the home page. Your home page is not something people looking for. And all the links coming on 404 will transfer to home page which make it vulnerable to penalty.
