If you have an unlimited amount of money which could only be used to outsourcing off page SEO.

What would be your "perfect" strategy to get the most out of the search engine rankings?

This will be a valuable thread.

Outsourced SEO is not all that expensive in my experience. If everything is off page, then I would be doing one of the following:
1. Submitting to link directories
2. Getting articles written and submitting to article directories.
3. Submitting to Social bookmarking sites
4. Using a blog posting service.
5. Creating blogs or hub pages (ex. squidoo)
6. Posting on forums
Currently I actually only use #1, and do a little of #4 myself.

For #2, when it comes to writing content, if I was having content produced, it would definitely be "on site", as the off site benefits are very short term.

#3 has a limited return.

Outsourcing #4, #5, and #6 can have quality issues.

So for me, I mainly use #1, and then I build content on a continual basis ON MY SITE. I don't have much use for an unlimited budget for outsourced SEO.

If outsourced SEO could involve buying ads on high traffic sites, then I would go that route. For example, if it is an IT site, I might buy an add on techcrunch.com and other similar sites.

With unlimited money I'd pay someone to contact other related sites directly by phone to try and get links back to my site.

Without unlimited money I'd just go with dvduval's suggestions.

Only for SEO!

I worked out with some of my SEO colleagues that quality matters more than quantity.

I wouldn't want to submit to 566546346 directories, i'd rather get slow, steady, consistent strong links.

How about billboards, television commercials, radio ads, print ads, etc.
You could easily spend millions on this and get massive traffic.
