Which url Does Google prefer? & Whats the difference
http://www.abc.com?page=1 and http://www.abc.com/page=1

Does the url ignored by google cause any duplicate page issue?

    The /? is normally a url parameter created through site search, mobile site versions etc.. You can tell Google in Webmaster tools how to treat them, or you can no-index the variable on-site.

    If you go through the above provided two links, the one with ? goes through the home page and the one with / goes to the specified path. Generally / helps to navigate through the different pages in the website. That portion of the URL ,after the ? is known as the query string. It is used to pass parameters into web applications.

    Google will not accept (?) this type of parameter so use second one url that are very useful in the SEO point of view.

    it is not acceptable by google if you are using ? and _ in your urls then it is not SEO friendly avoid this one....thanks

    Try to build user friendly as well as crawler friendly URL, which is always given high priority by Google. If you are using ?, % in your url, it will not be considered by Google and is also not good for your website. So the second one makes sense.
