Do I have to submit/fetch to google web master tool, every time i write a new blog?

I guess fetching means submitting to Google webmaster tools?
And it writes fetch and render? What does render means? After clicking only fetch, it says submit to index, should i press the button to submit to index also?

After your first fetch and index Google Bots will automatically recrawl your pages over a short period of time. To stop indexing of duplicate content use robot.txt

Not necessary. You dont have to do that for every new blog. It would be good for websites - new site then submit to Google Webmaster.

You should not have to get your unique Google Analytics tracking code for every post you make.

Most times people will put the information on just the main page of the domain and as Google spiders the site it will compile stats for the pages. Same thing goes for WP blogs... put the information in once and you are set to go.

No you don't, the best thing to so is create a sitemap, submit it to google and update it when you have new posts, pages, etc.

Google Bot automatically crawl your blog post, not necessary every time Webmaster fetch submission.

As most people said, it is not necessary. Google will fetch it but, at least in may case, usually needs more time. Sometimes I have see that after fetching it it appears in google in matter of minutes (or seconds!). If I do nothing usually takes hours (or days to appear)

In my case, I try to fetch and submit index with all my new posts, it is free, fast and it will not do me any harm...

It is not necessary to use Fetch as Google. You can use it when you just launch your new blog/website. When your blog/website becomes popular and get a good Page Rank or Get Good Position in SERPs then you don't need to do it. Because when your blog/site gets polarity, new post/page will index within a short period of time.
