You aren't allowed to require an optin in this section. I believe you can put a download link on a squeeze page as long as you don't require the optin to get what you're offering though. There's a sticky at the top of the section about it.

In the sticky http://www.warriorforum.com/main-int...moderator.html there is guidance for what to do when you come across a post you think might be spam. Instead of commenting on it, just report it. The moderators are quick to respond. The report icon is over to the left, under the member name - the triangle with the '!' inside it. Click it, type in the word 'spam', submit, done! If we don't tell them, they most likely won't find it. With as many new members coming on board daily, the only way to keep WF a free site is for all of us to help out the moderators by using the system they want us to use. Report spam - many times it is a bot.

And yes, I reported that comment by richerdjohn!
