Any quick, easy (+ free?) ways to reach the 25-likes level on my FB fan pages?...

I'm planning on creating 100+ (maybe 200+) FB fan pages in Jan.
I really want to quickly get FB custom urls for all of them, which requires reaching the 25-likes level on all of them.

Any hints on quick, easy (+ free?) ways to accomplish this, WITHOUT violating FBs TOS AT ALL??? Getting REAL PERSON, natural likes???

Please advise.
